ARTICLE I
Elections

Section 1: The District Governor shall appoint, at least thirty (30) days prior to the District Convention, a Nominating Committee composed of a chairman together with one Lion from each Region, whose duty it will be to receive nominations, investigate and determine if candidates for the offices of District Governor and Vice District Governor meet the minimum qualifications for nomination to those offices.

Section 2:

A. Nominating Club: Any club in good standing in the District and in Lions International is entitled to present to the Nominating Committee the name of a member for the office of District Governor and/or the office of Vice District Governor. In addition to the qualifications set forth in subsections B and C of this Section, said candidate must also be endorsed by both the Board of Directors of his/her club and a majority of the membership of their club.

B. Candidate for office of District Governor shall:

(1) Be an active member in good standing of a chartered Lions Club of his/her District.

(2) Secure the endorsement of his/her club a majority of the clubs of his/her District.

(3) Currently be serving as the Vice District Governor within the District from which he/she is to be elected.

(4) Only in the event the current Vice District Governor does not stand for election as District Governor, or if a vacancy in the position of Vice District Governor exists at the time of the District Convention, any club member who fulfills the qualifications and who is currently serving or who has served one (1) additional year as a member of the District Cabinet, shall fulfill the requirements of Subsection B (3) of this section.

C. Candidate for office of Vice District Governor shall:

(1) Be an active member in good standing of a charter Lions Club in good standing in his/her District.

(2) Secure the endorsement of his/her club or a majority of the clubs in his/her District or Sub-District.

(3) Have served or will have served at the time he/she takes office of Vice District Governor.

(a) As president of a Lions Club for a full term or major portion thereof, and as a member of the Board of Directors of a Lions Club for no less than two (2) additional years, and

(b) As Zone chairman and/or Region Chairman or Cabinet Secretary and/or Cabinet Treasurer for a full term or major portion thereof.

(c) With none of the above being accomplished concurrently.

Section 3: The Nominating Committee shall present the names of the qualified candidates to the fourth Cabinet meeting and to the Convention.

Section 4: Further nominations may be made from the floor of the Convention. A nomination from the floor must be made by a qualified representative of the club of the candidate. The nomination shall have received the consent of the majority of the members of the club and the consent of the Board of directors thereof, to place the nominee's name in nomination from the floor.

Section 5: At the District Convention, at the times of presentation of the candidates for the office of District Governor or Vice District Governor, each candidate shall be permitted one nomination speech of not more than three minutes duration and one seconding speech of not more than two minutes in duration.

Section 6: All elections held in the District shall be printed or duplicated ballot and the nominee receiving the plurality shall be declared elected.

Section 7: The Nominations, Elections and Credential Committee shall have charge of the ballots and the conduct of the election for office of District Governor and Vice District Governor and any other issues on the ballot to be upon by the delegates of the Convention. The Chairman or Vice-Chairman of the Nomination, Elections and Credential Committee shall announce the results of the election at the luncheon meeting or business session of the Convention immediately following the closing of the polls, whichever first occurs. No report of the results of the elections is to be given by any member of the committee prior to the report of the Chairman or Vice-Chairman. All ballots for elections shall be preserved by the Nominations, Elections and Credential Committee for at least a period of thirty (30) days following the election.

Section 8:

(a) in the event that the District shall fail to elect a qualified District Governor, or if the District Governor-elect shall refuse, or be found by the International Board of Directors to be unable to serve for reasons set forth in the International By-Laws, the District shall have a District Governor appointed by the International Board of Directors as set forth in the International By-Laws and utilizing the provisions of Article V, Section 2(a) of the District 4-C1 Constitution.

(b) In the event that the District shall fail to elect a qualified Vice District Governor, the incoming Cabinet shall elect a qualified Lion to so serve at the first Cabinet meeting of the Lion year.

 

ARTICLE II
Politics and Religion

Section 1: The District or its member clubs will not neither endorse nor recommend any candidate for political office, nor shall partisan politics or sectarian religion be discussed at any meetings.

Section 2: No resolution giving endorsement to any movement shall be considered at any meeting unless said movement is in full accord with the principles and purposes of the International Association of Lions Clubs.

 

ARTICLE III
Soliciting Funds

Section 1: No money may be raised at any Convention or Cabinet meeting by any person or club except the person in charge of the Convention or Cabinet meeting. No raffle or sale of tickets shall be held at a Charter Night or Certificate Night, unless proceeds from said raffle go to the club being chartered or certificated.

Section 2:

(a) All fund-raising drives or fund solicitations utilizing the name of "Lions" or "Lions International: shall be conducted by and under the supervision of Lion members in good standing.

(b) Professional fundraisers shall not be employed.

(c) Lion Clubs may contract with individuals and/or groups for the providing of service other than solicitations, to be used for and during fund-raising drives.

Section 3: The District Governor is authorized to sell ads in the District Directory and the District Newsletter to help defray costs of these publications and other District Administrative costs.

 

ARTICLE IV
Interclub Activities

Section 1: An official visitation for credit in the District contest under Interclub Activities shall be considered as such when one club shall visit another with a minimum of three members. However, members who, at the time of the visitation , are present because of their official District, Multiple District or International office or position may not be counted as part of the visiting clubs total.

Section 2: The practice of borrowing other Lions Club's paraphernalia shall be regulated in accordance with the following rules:

Rule 1: The only paraphernalia subject to being borrowed shall be the bell, the gavel, the Tail Twister's pot, Officers badges or any item so designated by the home club.

Rule 2: It is the duty of the home club to have proper identification on each item listed above.

Rule 3: No paraphernalia shall be taken at any time other than a regular function of the home club, regular meeting, Spouses Night or Charter Night.

Rule 4: To be considered legal, the visiting club shall have an official visitation as defined in Section 1 of this Article and a spokesman shall request any item of paraphernalia while the meeting or function is in progress.

Rule 5: A visiting club may not request paraphernalia while on a visitation to retrieve their own unless they have more then the minimum number of members required for a visitation.

Rule 6: Any Lions Club borrowing paraphernalia shall notify an officer of the losing club of the whereabouts of such paraphernalia within one week.

Rule 7: No club shall give out any paraphernalia which belongs to another club.

Rule 8: No cash value or excessive fees shall be placed on the redemption of borrowed paraphernalia, other than that of regular fines.

Rule 9: All borrowed paraphernalia shall be returned to the home club no later then close of the annual District Convention.

Rule 10: After thirty days have elapsed, the home club may request the return of the paraphernalia by mail upon a Board resolution requesting the same and paying the postage.

 

ARTICLE V
Installations

Section 1: The District Governor shall provide for the installations of the Vice District Governor, each Region Chairman, Zone Chairman, Cabinet Secretary and Cabinet Treasurer at a regular or special meeting.

 

ARTICLE VI
School of instruction

Section 1: The District Governor shall arrange for a School of Instruction in each Region for all incoming District officers, Committee Chairmen and Club officers prior to the July Transitional meeting.

 

ARTICLE VII
Rules and Government

Section 1: "Robert's Rules of Order, Revised" shall constitute the rules governing the Convention of the District, all meetings of the District and the District Cabinet meetings, unless provided for in different manner in resolution of a District Convention.

Section 2: Any appointee of a District Governor may be removed by the District Governor for any reason. In the event any District Governor does not complete his or her term of office, the person completing that term of office as District Governor shall have the same power of removal of appointees serving during that term. Persons appointed a Region Representatives to the Budget and Finance Committee in accordance with Article VIII, Section 1, Finance of the District 4-C1, Constitution may be removed for cause by a two-thirds vote of those voting at any Cabinet meeting or Convention.

 

ARTICLE VIII
Amendments

Section 1: The bylaws may be amended in the same manner as provided for the amendment of the Constitution of this District.
